SAFE - Solutions for Assisting and Facilitating Equity
Domestic violence remains one of the most persistent and complex social challenges today, profoundly affecting the health, safety, and well-being of victims and communities. The SAFE proposal aims to develop an innovative digital system for territorial analysis of domestic violence, using artificial intelligence to strengthen local entities’ ability to identify recurrence patterns early and design more effective, territorially tailored responses. Grounded in robust scientific evidence, the proposal draws on national and international studies that highlight the role of territorial, socioeconomic, and institutional factors in the prevalence of and response to domestic violence. It also incorporates recent findings on the relevance of intersectionality and risk profile analysis in shaping interventions. Despite this, the absence of integrated and automated tools for data collection and analysis continues to hinder effective action. The methodology involves automated collection, normalisation, and integration of data from local structures and the National Network for Supporting Victims of Domestic Violence (RNAVVD). In the pilot phase, the system will be implemented in two to three municipalities, where the data integration pipeline will initially focus. Concurrently, efforts will define and implement strategies for future ingestion of additional data sources, ensuring scalability and long-term adaptability. The multidisciplinary research team brings expertise in data science, information systems, genderbased violence, and public policy, ensuring scientific rigour and feasibility. Their prior experience and strong institutional partnerships reinforce both commitment and the likelihood of successful implementation within the project’s timeframe.
